The Ohio Council for Home Care & Hospice and the Ohio Health Care Association are providing this Certification program which will enhance your training and distinction in the profession. This course will prepare you to develop services and procedures that reflect home and community based value and comply with Ohio rules. This course will offer a combination of a national certification as well as Ohio’s most comprehensive state specific training, helping to transform a standard in the health care at home profession.

Completion of this program provides participants direct access to sit for the NAB HCBS exam.


The CEHCH Faculty

The CEHCH program faculty are professionals, chosen for their expertise and knowledge - to make the program stimulating and challenging. They are leaders in all aspects of home & community based services.

Billie Daugherty, SHRM-CP

Billie Daugherty serves as HR generalist at Ohio Living Home Health & Hospice where she is responsible for recruitment, retention, and engagement of top talent and for creating a work environment that allows employees to best serve their community. Due to her efforts, Ohio Living Home Health & Hospice was named one of the top 99 employers in northeast Ohio by NorthCoast 99 and a 2017-2018 LeadingAge Ohio Employer of Choice. 

Kate Davis, LPN

Kate Davis is Director of Business Development at Ohio Living Home Health & Hospice. Kate has a variety of experience in the long term care setting including; acute care, home health, hospice, outpatient, and skilled nursing facilities. Kate holds certification in memory care as well as a vast diverse clinical background in the treatment of memory care. Previous management responsibilities include management over nursing departments, physician relations, employee relations, community marketing regionally, and overall program development in positions held. She also received certification from Youngstown State University in Not-for-Profit Management. Kate was previously a Certified Trainer for a virtual dementia module, and now currently serves as a coach for the Dementia Live Experience.

Beth Foster, RN, BA, CPHQ

Beth Foster is regulatory affairs director at the Ohio Council for Home Care & Hospice. She is a graduate of Mount Carmel School of Nursing, has a BA in Health Care Administration from Ohio Dominican College, has the designation of Certified Professional in Healthcare Quality, and is a Six Sigma Black Belt. Beth has held many positions during her career, including as a visiting nurse, aide trainer/competency testing coordinator, intake coordinator, home care liaison, clinical care manager, and as a director. Previously, she served as an Ohio Department of Health Surveyor for all provider types including home health & hospice. She is the staff liaison for the Home Health Committee.

Kathy Royer, RN, MBA, DMin, CHPN, CHPCA

Kathy Royer is the hospice regulatory director for the Ohio Council for Home Care & Hospice. She is a registered nurse with more than 22 years of experience in hospice. She served as a corporate division director with a demonstrated history of improvement in quality scores. She has expertise in hospice and hospital environments. Kathy is skilled in corporate leadership development, operations management, regulatory consultation, coaching, Palliative Care, team building, and as a cultural change agent. Kathy serves as the staff liaison for the Hospice & Palliative Care Committee.

Christopher Tost, J.D.

Chris Tost has 18 years of experience representing a variety of different health care providers including both home health agencies and hospices, relative to compliance and personnel issues. He has particular experience in the area of fraud and abuse, and the development of corporate compliance plans for clients.


Continuing Education Credit

Ohio Nurses - 24 CEs: Ohio Council for Home Care and Hospice is an approved provider of continuing education by the Ohio Nurses Association, an accredited approver by the American Nurses Credentialing Center's Commission on Accreditation. (OBN-001-91) (OH - 157, 4/1/2019)

Certified Executives for Assisted Living ® (CEAL®): 24 hours of continuing education credit can be used toward CEAL® renewal.

Ohio Licensed Administrators: The Ohio Health Care Association is an approved provider of continuing education credit by the Ohio Board of Executives for Long Term Care Services & Supports (BELTSS).  Administrators can earn 24 hours of continuing education credit.


Program Fees/Rates:
$ 675 Early rate: (before July 3)
$ 845 Regular rate: (after July 3)

Students will register and pay for the NAB testing separate and apart from CEHCH program fees.
Please note: the cost for the NAB examination is separate and apart from the CEHCH training fees. The NAB HCBS exam fee is currently $175. This fee will be paid by the student to NAB. Do not send to EFOHCA. Information on applying for the NAB examination will be presented during Day 4 of the CEHCH course.
