The Ohio Council for Home Care & Hospice and the Ohio Health Care Association are providing this Certification program which will enhance your training and distinction in the profession. This course will prepare you to develop services and procedures that reflect home and community based value and comply with Ohio rules. This course will offer a combination of a national certification as well as Ohio’s most comprehensive state specific training, helping to transform a standard in the health care at home profession.

Completion of this program provides participants direct access to sit for the NAB HCBS exam.


The CEHCH Faculty

Reba Allison

Reba has over 20 years of Human Resources generalist and leadership experience, with over 18 of those years specifically within the home health care industry. Reba has worked with home health care agencies to create and to promote a deficiency free HR based model from onboarding and beyond. She has also worked extensively with healthcare executives to create and enforce policies and procedures that are based on accountability and productivity.   

Donna Berry

Donna has nearly twenty years of experience in home healthcare management at the operational and leadership level. At Richter Healthcare, Donna works directly with home health and hospice clients across the country to offer best practice solutions to operational challenges. She directs a team of specialists who provide the complete revenue cycle process for home health and hospice agencies, small to large.

Billie Daugherty, SHRM-CP

Billie Daugherty serves as HR generalist at Ohio Living Home Health & Hospice where she is responsible for recruitment, retention, and engagement of top talent and for creating a work environment that allows employees to best serve their community. Due to her efforts, Ohio Living Home Health & Hospice was named one of the top 99 employers in northeast Ohio by NorthCoast 99 and a 2017-2018 LeadingAge Ohio Employer of Choice. 

Kate Davis, LPN

Kate Davis is Director of Business Development at Ohio Living Home Health & Hospice. Kate has a variety of experience in the long term care setting including; acute care, home health, hospice, outpatient, and skilled nursing facilities. Kate holds certification in memory care as well as a vast diverse clinical background in the treatment of memory care. Previous management responsibilities include management over nursing departments, physician relations, employee relations, community marketing regionally, and overall program development in positions held. She also received certification from Youngstown State University in Not-for-Profit Management. Kate was previously a Certified Trainer for a virtual dementia module, and now currently serves as a coach for the Dementia Live Experience.

Beth Foster, RN, BA, CPHQ

Beth Foster is regulatory affairs director at the Ohio Council for Home Care & Hospice. She is a graduate of Mount Carmel School of Nursing, has a BA in Health Care Administration from Ohio Dominican College, has the designation of Certified Professional in Healthcare Quality, and is a Six Sigma Black Belt. Beth has held many positions during her career, including as a visiting nurse, aide trainer/competency testing coordinator, intake coordinator, home care liaison, clinical care manager, and as a director. Previously, she served as an Ohio Department of Health Surveyor for all provider types including home health & hospice. She is the staff liaison for the Home Health Committee.

Jennifer Richter

Jennifer Richter is the founder and president of Richter Healthcare Consultants. After a career that spanned both acute and continuing care, Jennifer launched her own accounting and consulting firm to provide financial and consulting services to healthcare clients. She has served as Controller/CFO for numerous clients and authored the Richter product, Business Office Complete (BOC), offering clients the option to outsource functions of the long-term care business office. BOC has evolved to Revenue Cycle Management (RCM) to offer enhanced solutions to all long term post-acute care (LTPAC) providers.  Jennifer is a frequent top rated speaker and presenter at conventions, webinars, and professional educational events nationwide.

Ron Keller

Ron Keller has more than 21 years of experience in his role as campus executive director of Senior Star, including oversight of both Dublin Retirement Village and Dublin Assisted Living & Memory Support. Keller advocates for the residents and assists them in all aspects of aging well. On a personal level, Keller’s perspective as a son and caregiver whose loved one receives care at Senior Star is truly enlightening and enables him to identify with so many family members with whom he comes into contact on a daily basis. Keller has a bachelor’s degree in social work.

Liz Lane, CPA

Liz is a senior accountant at Richter Healthcare Consultants. She has five years of experience in accounting and cash flow management in the long-term care industry.

Jennifer Leatherbarrow, BSN

Jennifer serves as clinical consultant for Richter Healthcare Consultants where she has been a national level speaker, an author, and trainer with a focus on the LTPAC communities. She has over 20 years of healthcare experience including nursing management, MDS, home health, hospice and critical care. She is also a Certified Partner Trainer for PointClickCare eHR software.

Yolanda Riley

Yolanda Riley is a senior consultant at Richter Healthcare Consultants. Yolanda has a long tenure in healthcare, including ten years in home health and hospice and leadership in acute, post-acute providers and insurance carriers nationwide. She is an experienced trainer and very familiar with regulatory requirements for Home Health and Hospice providers. Yolanda  is a member of the Richter Consulting Team and works directly with home health and hospice clients across the country to offer best practice solutions to operational challenges.

Kathy Royer, RN, MBA, DMin, CHPN, CHPCA

Kathy Royer is the hospice regulatory director for the Ohio Council for Home Care & Hospice. She is a registered nurse with more than 22 years of experience in hospice. She served as a corporate division director with a demonstrated history of improvement in quality scores. She has expertise in hospice and hospital environments. Kathy is skilled in corporate leadership development, operations management, regulatory consultation, coaching, Palliative Care, team building, and as a cultural change agent. Kathy serves as the staff liaison for the Hospice & Palliative Care Committee.

Gina Toigo, MBA

Gina Toigo is revenue cycle manager at Richter Healthcare Consultants. With 20 years experience in the long term care industry in the areas of accounting and revenue cycle management, Gina has experience at the facility, regional and corporate levels of the provider as well controller experience for multi-state providers. She is well versed in the best practices of revenue cycle management and uses those practices to help clients reduce bad debt and increase cash flow and profitability.

Christopher Tost, J.D.

Chris Tost has 18 years of experience representing a variety of different health care providers including both home health agencies and hospices, relative to compliance and personnel issues. He has particular experience in the area of fraud and abuse, and the development of corporate compliance plans for clients.

Christoffer Welen, MBA

Christoffer Welen is community relations consultant for Senior Star. In his role, Christoffer assists prospective residents and family members in locating the information they need to make an informed decision. His relationship-building and problem-solving skills make people feel comfortable in a trusted environment while discussing all aspects of senior living and considering what is best for
each individual and family situation.

Certified Executives for Assisted Living ® (CEAL®): 24 hours of continuing education credit can be used toward CEAL® renewal.

Ohio Licensed Administrators: The Ohio Health Care Association is an approved provider of continuing education credit by the Ohio Board of Executives for Long Term Care Services & Supports (BELTSS).  Administrators can earn 24 hours of continuing education credit.

Students will register and pay for the NAB testing separate and apart from CEHCH program fees.
