Joe Russell


Joe Russell PhotoJoe Russell is executive director of the Ohio Council for Home Care & Hospice. Before joining OCHCH, Joe served as the director of policy and advocacy for the Ohio Association of County Boards of Developmental Disabilities (OACB). Previously, he served as the director of government affairs in the Columbus office of Strategic Health Care, a national consulting firm specializing in health care policy analysis and government advocacy. He also has experience as senior legislative aide to former House Majority Floor Leader, and current Director of Medicaid, Barbara Sears. Joe earned a bachelor's degree in political science at the University of Toledo. Joe currently serves as president of city council in London, Ohio.


Lynette Cox, BA


staff imagesAs the communications coordinator for the Ohio Council for Home Care & Hospice, Lynette is responsible for the creation of marketing materials, including print and electronic publications. Lynette brings more than 15 years of experience to her position and holds a bachelor of arts in public relations with a marketing minor from Western Kentucky University. Lynette also serves as a volunteer on the Board of Directors for Joseph’s Coat of Central Ohio.


Kim DeVillers


Kim DeVillers

As Membership Manager for the Ohio Council for Home Care & Hospice, Kim is responsible for member recruiting and retention, management of member benefits, and oversight of our volunteer program.  She is the staff liaison for the Membership Committee.  Kim brings more than ten years of association management experience to her position, serving previously as the Office Manager and Coordinator of Programs, Meetings, and Membership for the Ohio Chemistry Technology Council. Kim is a dedicated community volunteer and is active in local outreach programs.


Beth Foster, RN, BA, CPHQ


staff imagesBeth Foster is the director of regulatory affairs for the OCHCH and has been here since April 2007.  She is a graduate of Mount Carmel School of Nursing, has a BA in Health Care Administration from Ohio Dominican College, has the designation of Certified Professional in Healthcare Quality, and is a Six Sigma Black Belt.  In her career she has served in many positions such as a visiting nurse, aide trainer/competency testing coordinator, intake coordinator, home care liaison, clinical care manager, and as a director. Previously she served as an Ohio Department of Health Surveyor for all provider types including Home Health & Hospice.  She is the staff liaison for the Compliance & Regulatory Issues, and Financial Issues Committees.

Jim Godin, CMP


Jim GoodwinJim joined the OCHCH staff in 2015 and serves as the Meeting Planner. He earned the designation of Certified Meeting Professional in 2014. He previously served as the Director of Event Technology at the Greater Columbus Convention Center and as a Regional Manager of the in-house Audio Visual Services. Additionally, he volunteers as a musician for, a charity which benefits the Heather Pick Music Foundation at the OSU James Cancer Center.

Melissa Jacobs-Croswell


staff imagesMelissa serves as the director of education having previously served a variety of roles since joining the staff in 2008. She is a registered Notary Public.  She previously served as an education administrative assistant at the Ohio Restaurant Association.  An important aspect of her life is family - her new husband, three adult children and eight grandchildren. 

Kathy Royer, RN, MBA, DMin, CHPN, CHPCA


Royer0934lrbg5cKathy Royer is the hospice regulatory director for the Ohio Council for Home Care and Hospice. She is a registered nurse with more than 22 years of experience in hospice. She served as a corporate division director with a demonstrated history of improvement in quality scores. She has expertise in hospice and hospital environments. Kathy is skilled in corporate leadership development, operations management, regulatory consultation, coaching, Palliative Care, team building, and as a cultural change agent.

John Stacy, MS


staff imagesJohn Stacy is the director of advocacy & communications for the Ohio Council for Home Care & Hospice. John has more than 27 years of association and Ohio legislative experience. Prior to joining OCHCH, John served as the executive director of the Autism Society of Ohio, the executive director of the St John Learning Center, was an adjunct marketing & communications instructor for the University of Phoenix, and served for 17 years as a legislative aide in the Ohio House of Representatives. John graduated with degrees in business administration from Mt Vernon Nazarene University as well as a master’s of science in marketing and communications from Franklin University.
